Background:
Cesare, having to fight that power, used his skill at intelligence
gathering, to find positive proof on his older brothers transgressions. Using that information to his own good, either blackmailing his brother, or telling his parents. He later found the job at Starfleet Intelligence to be his life and livelihood.
Cesare joined Starfleet with the goal of exploring strange new worlds, and to get away from his brother's wheeling and dealing on the political stage. The early years in Starfleet proved to be a mixed experience. The joy of interacting with new races, especially those under audition for a First Contact (in various disguises) were tempered with the tedious work of examining rocks and gases for content.
There he met and befriended an officer he would have much to do with over time. That officer proved to be as dedicated as himself, but more made for administrative work. That man was Harris Masterson.
Cesare got transferred to another ship, with a more interesting duty, Counter Insurgency (border patrol) against the Cardassian Empire. The secretive Cardassians proved to be just what Cesare needed, he had found his right job. After his tour of duty ended, he entered Starfleet Intelligence, for education and minor intelligence gathering missions, targeted towards Cardassia.
With the extensive knowledge of the Cardassian culture and military, he was requested to enter a period of diplomatic duty on Cardassia, as Naval attaché. His primary duty was to organize and run a network of informants. After a period of work, he had to relocate to another position, when the Cardassian Security began to get too much interested in him.
Pulling some strings, his superiors placed him on a ship bound for patrols in/near the Romulan neutral zone. The duty proved to be another step up in his line of work, and he made some remarkable, but classified intelligence coups there, involving both hardware, and defectors.
He was then whisked away to get some more intelligence and diplomatic training, before his next mission as Ambassador at the Neutral world of Cydonia IV, working side by side with the Romulan neighbors. He managed to handle the position well, and avoiding a political offensive from the Romulans, and got more insight into the works of the Tal Shiar.
After the near disaster of Wolf 359, Cesare was asked to take a position as a Commanding Officer of a Starship bound for a mission to look for more Borg. He took the job, and could later report that no more Borg ship was coming for sometime. During his search, he encountered small Rogue Borg attacks, and saw the devastation of their actions.
Returning to Earth, he was offered the position of Deputy Chief of
Starfleet Intelligence: Operations Directorate - Delta Quadrant Office, and the outward face and contact of that department. His Superior Officer is a well preserved secret, despite many attempts from both the Senate Committee and foreign Intelligence Services. Recently that Sction Chief retired, and Cesare was bumped up in position and rank.
He has no family of his own, save for his Treasure, Lucretia and only cursory contact with his brother, and his Nephews. He has an estate in the northern California where he grows his own Wine. He likes to drive, and has a number of cars from every epochs. He can be seen on social gatherings, often near the most beautiful women, or diplomats. He is feared in Starfleet, for his ruthless loyalty to his mysterious superior, known only as Arachnid. He has no love for the Borg, but likes the challenges from the Romulans and the Cardassians.

Psychological
Profile: A strong psyche, with a deep curiosity and sense of duty. He hates repetitive work, and always try to se things from many angles before letting it go. He has an eidetic memory, and never forget a face. A stickler for detail, he can get irritated when some minor thing is out of place, and has because of it survived many attempts to catch him, or assassinate him. His main drawback is his habit of using people to further his plans, regardless of what happens to them. His motto is "The End justifies the Means". One weakness has been detected, his Daughter. Counsellor's Note: Intense, but controlled rivalry with his brother, as well as his weakness for the opposite sex, is his only bad habits besides working too late at night. He'll support any mission that can gain information for the defense of the Federation.
Not particularly strong, or charismatic, he is one of those that can vanish in a crowd. His strength is well proportioned with his stature, and he has no problem to follow any agent to the field, should he have to. A swimmer, he maintains his body, and it has proven useful on many social gatherings, or after them, more precisely. Some classified reports states that he has had many close encounters with members of the opposite sex.
